It's only available for suse-9.0 You could download and install the suse9 kio-apt rpm manually. It's located here: ftp://ftp.gwdg.de/pub/linux/suse/apt/SuSE/9.0-i386/RPMS.suser-rbos I think that it will work.

Apt4rpm is a meta directory of rpm packages. It allows you to easilly install new software and takes care about dependencies between packages. Apt is a command line tool, but with Synaptic you also have a nice MMI.
Or type apt:/search?network%20traffic in konqueror's url bar and have the result displayed in konqueror (you need to have the package kio-apt installed for it to work). To start apt:/ is sufficient.
