Geordon, The way I get this to work is to go to YaST2->System Settings-> Editor for sysconfig files. From where go to Desktop -> DISPLAYMANAGER_REMOTE ACCESS. Change this to yes and click finish. Next logout of kde. Go to one of the text terminals and logon as root. Type init 3 then init 5. This works for me everytime. I got this method from the SuSE help DB.
