This reminds me that I made a similar observation when switching to GNOME 3.16 myself that I shared with this list. "The upstream Gnome designers still force title bars that consume too much of my screen height upon me. In the past I could hack the title_vertical_pad settings in /usr/share/themes/Adwaita/metacity-1/metacity-theme-3.xml. Now those XML-based schemes seem gone.
