Powered by Gecko, the rendering engine of Firefox 4, it's a modern and robust solution to edit Web pages in conformance to the latest Web Standards. BlueGriffon (http://bluegriffon.org/) is a relatively young project (based on Nvu, or made by the same person), but it does seem to be very good when compared to some of the other open source tools, not to mention that it's still a very active project. It supports html 5, css 3, and has an integrated svg editor, among other things.
