This general statement needs more backing / explanation. Both HSP and A2DP have been working for me in different openSUSE systems, albeit unreliably (from a user perspective, without deep insight into either bluetooth or pulseaudio, support has actually deteriorated over the last years and is currently better in Leap than in TW). AFAICS, only HFP is generally lacking support.
Reading through the PRs it seems that there is a disagreement between
the author and the pulseaudio upstream. These fixes introduce
architectural changes in the bluetooth support in an attampt to resolve
some of the unreliability issues. The architectural changes are not
compatible with ofono support that is currently included, and ofono
being basically unmaintained there is no developer willing to fix it to
work with the new architecture. The maintainers do not want to merge a
PR that causes obvious regression, though.
There seems to be consensus on a way forward, see https://gitlab.freedesktop.org/pulseaudio/pulseaudio/-/merge_requests/288#no... Any merge won't happen until the 14.0 freeze though.
