bugzilla.suse.com and bugzilla.opensuse.org are the exact same system (and have been for a long time) with the same database behind; only the branding is slightly different and the default configuration of 'products shown when filing bugs' is filtered differently.
Most SUSE employees will be browsing all day long in the search interface of bugzilla.suse.com, just as it's their job; and when people copy URLs they forget that this might be perceived weird by the community. Certianly no ill intention behind it.
