So if there are some problems with YaST build dependencies, why did they
never surface in Leap 42.2 through 15.1 which didn't have i386/i586
kernel either?

There are no end-user visible effects of the discrepancy. In the first round,
yast2-sound was hot-fixed not to require the non-existent kernel binary
package. As a result, the Add New Soundcard dialog does not present the list of
available drivers in 32bit build of the package. But did anyone install the
package and used the function? Hard to say.

This issue was brought to my attention by the YaST team as part of the project
meeting which is why it appears in the minutes.
