No. What is being stubbornly ignored here - no user who reported this
problem did consciously modify this file.

The *user* may not have done so, but apparently it *was* modified )otherwise it would have been silently updated). My guess the culprit here is 'nss-mdns', which modifies /etc/nsswitch.conf in the %post install script.

that it no longer matched the pristine version (and rpm knows that by way of a
checksum); subsequently, rather than overwriting whatever change it is you did,
rpm created /etc/nsswitch.conf.rpmnew.
