Care to open a bugzilla entry? This must be a kernel config change (wrt CONFIG_SECURITY_DMESG_RESTRIC) that was incorrectly inherited from SLE kernel.
The problem definitely is with the openSUSE kernel. I get correct dmesg operation with my home-built mainline tip kernel (5.4.0-rc7), but 5.3.9-1-default from openSUSE fails.
