I tend to agree, OSTree is being used for rpm-ostree which seems to be worked on by fedora / CoreOS people, so if that is a block from them ever being able to ever swap to /usr/etc long term even if we can't convince them away from /usr/lib in the short term then it seems like a poor choice, even if it makes the most sense for users.
I have also never looked at libostree so maybe us using /usr/etc for other things won't directly interfere with it.
I have a good working relationship with the rpm-ostree folks through my work I did with moving /var/lib/rpm
That case had a number of similarities with that one, and I managed to persuade them to accomodate our changes then
I don't expect this time will be any different - we should do as we did in that case, pick the best solution for us, based on our world as we see it, and then work with others.
So I'm still all for /usr/etc to solve our problems.
