Was going to report prob w/delay tools -- doesn't seem to list a version, but wasn't getting expected output, so straced it and at end got:

the fatal reply error is what I was often seeing on it exiting. So tried to rebuid it from tumb source: rpm -qi delayacct-utils ... Build Date : Mon Jun 11 16:51:34 2018 Install Date: Tue Nov 13 05:17:02 2018 Distribution: openSUSE Tumbleweed

That didn't work -- gave me:
rpmbuild -ba specs/delayacct-utils.spec error: File /usr/src/packages/SOURCES/delayacct-utils-3.16.7/delayacct-utils.tar.bz2: No such file or directory
I look at sources and find its not in 3.16.7, but in packages/sources> ll delayacct-utils-4.17.0/ 4.17.0 is closer to what the kernel number was last june maybe, as it is a bit over 4.20.3 now (maybe 4.21?) Yup....it sets its version to the version of the kernel it is built on: (spec): Name: delayacct-utils BuildRequires: kernel-source Summary: Delay Accounting Utilities License: GPL-2.0 Group: System/Monitoring %define version %(rpm -q --qf '%%{VERSION}' kernel-source) Version: %version Release: 29.4 So am guessing the build machine was running a very old kernel? Maybe it should be a bit better behaved about it's version matching running kernel's rather than just going haywire? === and then on wireshark...I only got that cap net_admin needed setting, but that doesn't allow filtering to work...maybe cap_sys_admin...hadn't got that far in testing yet....tried to login to bug site...bug site came up ok, but press login and I get a blank screen and novel never arranged a good encrypted connection after that...I see encrypted alerts and what looked like timeouts so can't ever login...but the bugzila homepage is talking to m e over https just fine. Think this was mentioned eaerlier on this list right after some bug was announced in ssh and encryptions were changed -- but not everywhere the same. And no -- i couldn't post this stuff in bugzilla...can't logon there. (*sigh*) and my original start was to find out why catting an empty file took 3 seconds. (thus the delay utils).... (*double sigh*) I think I need to goto store or something....but wanted to get down these 3-4 bugs...
