Yup, completely. I replaced the file with a symlink by hand. It's a known
issue on Leap 15.0 as well.

On some of my 15.0 machines, /etc/resolv.conf is a real file edited by hand. I would not be happy if it is changed to a symlink to a ramdisk under /run.
