Chrony very likely is a suitable replacement for NTPd, so using chrony instead will avoid the problems you have with NTPd. Do you have any requirements beyond GPS PPS you forgot to mention? As ntpd no longer is the default ntp server implementation for (open)SUSE, it is likely more issues appear over the course of time. No reason to be rude ...
