In Yast, select Miscellaneous/Alternatives - you can fix the config there, choose postgresql and set to manual
That requires user interaction as well - not bullet-proof
only once. You could also find out the file it updates and send that out with whatever you are doing - there is also a "cli" way of updating the config. I came across this issue months ago as i use postgresl96 with akonadi and i configured it then and i've not had an issue since.
OT in this case, but does akonadi work with postgres 10 in between? Not sure, it failed the first time the postgres 10 was installed hence me backtracking to postgres 96. i've not attempted it since.
