Red Hat had a similar problem with their rpm-ostree tooling, which
they solved by relocating the RPM database to /usr/share/rpm

Why did they choose /usr/share/rpm instead of somewhere below /usr/lib?

And will it make it into FHS 3.1, or has everyone given up on the notion
of the LSB?

LSB is dead. There will be no new LSB version anymore. For a very long
time, LSB was even completly removed from the linuxfoundation web sites.
I doubt that there will ever be a new FHS version, too.

Beside that /usr/share/rpm is ok according to FHS 3.0, no change of FHS
is needed.
