I'm not sure a rebuild of all failed packages will help.
This is, I think, because of a simple race condition. bs_sched knows what bs_repserver has in store, bs_sched resolves dependencies and generates the job description for the worker; if the worker then fails to download the packages, which can happen if they were replaced or deleted in the time until the worker managed to download the files), "getbinaries: missing packages:" is emitted.
buildinfo is broken... it says: unresolvable: nothing provides libicuuc.so.58.2()(64bit) needed by libQt5Core5 nothing provides libicui18n.so.58.2()(64bit) needed by libQt5Core5
Well that's a separate error, and this time it comes directly from bs_sched being unable to resolve libicuuc.so.58 (which again points to the icu binary RPMs having been made unavailable).
