Apparently that writer is oblivious to openSUSE's history of dealing with upstream's tradition of replacing well tested useful software with alphaware, and you are too new to openSUSE to be aware of the legacy its adaptation created.
When upstream replaced KDE3 with KDE4, it made no provision to have the working old version exist side-by-side with the alpha version, for users to be able to sample the alphaware and yet be able to get their work done with reliable software. Duplicate names could not be tolerated on the filesystem. The openSUSE solution permitted its users a choice between well working software and alphaware by renaming the alphaware packages to include the root version number. Essentially the same thing happened when upstream dropped KDE4 for its overhauled v5 system when it was a bit more like betaware than alphaware yet still not ready for release as a complete product.
I am quite new to KDE Plasma, yes. I didn't go through the 3->4 or 4->5 transitions. What you describe does sound useful, but then it puts the onus on downstream to keep the re-packaged files in sync. If openSUSE wants to version and re-package the desktop file, then it's got to stay in sync with the actual Plasma version.
