Are you sure your using KDM? its no longer the default for KDE sddm is.
When using sddm, log out so that you see the log in screen. Look to the bottom left corner of the screen. You will see different DE options for your reboot.
All I see there is a wrench. Clicking on that only provides different desktop choices, not boot partitions.
Grub controls which partition you choose to boot to. It provides it in the Grub2 menu.
Follow Up The Yast2 Boot Loader offers a selection for booting. Start up Yast2 Boot Loader and click on the Bootloader Options tab. Under Default Boot Section select a different partition.
