I am using "gdm" for login, because I occasionally experiment with Gnome. Shutdown is slow. Watching the messages, I see something like: A stop job is running for ... And this repeats over and over, until almost the 1:30 time limit for that stop job. And then it shuts down at almost the end. The stop job always has to do with LUKS partitions. But here's the interesting thing. If I switch to using "sddm" for login, then the system shuts down within around 5 seconds and I never see those "stop job" messages. So there's something about "gdm" (or perhaps "wayland") that is hanging around for too long and delaying shutdown.
