This probably has been forgotten. That file is part of xdm (not kdm or any other KDE package), likely because that setting was respected by all displaymanagers in the (ancient) past IIRC. But as it is a config file, it wouldn't be changed on upgrades anyway, so if you have the option in there already, it will stick (and just be ignored).

Yes, why shouldn't it? kdm reads its config file regardless what desktop you use. ;-) The displaymanager is independent of the desktop session anyway.
I remember this feature from an old openSUSE versions (IMHO 13.1), but I always though this just sets the unused DISPLAYMANGER_SHUTDOWN variable.
Yes, earlier when DISPLAYMANAGER_SHUTDOWN was still used. But this has been changed back then as well to modify kdm's config.
Found these options and they use /usr/bin/systemctl as default, which leads to the (not working) polkit approach.
