I look at http://download.opensuse.org/tumbleweed/repo/oss/suse/x86_6 4/ and it's simply not there, at least, not yet. 3 kernels made it there in 7 days though. 4.6.3-1.2 is there for 686 and 586, but only 4.6.3-1.1 for x86_64.
The fact that 4.6.3-1.2 is not there must not really be an issue - it's also not registered in the metadata as being present.
Gertjan's problem must be slightly different - as 'checking for conflicts' happens after everything has been downloaded and cached already.
@Gertjan - Can you describe the issue without interpretation of what you thing the issue is?

When running 'zypper dup', 'zypper dup --no-allow-vendor-change' or 'zypper up' the process hangs, zypper uses 100% cpu.
I manually updated package by package, this is what I've got left that has newer versions available.

and that's where it hangs for ages.
This may be caused by the sheer number of files in the kernel-source package. I see this hanging as well when I get an update of this package (I use a kernel repo on Leap 42.1 due to my Skylake MB).
