I think I set them with from the "Kernel dump" module that gets added into YaST2 (either graphical or CLI interface).
Same with an advice to add {1915.semaphores=0 i915.enable_rc6=0) as boot option. Since grub2 I am totally lost at editing boot options. Need some practical help there.
Similarly there's a "Boot Loader" module in YaST2, the "Kernel Parameters" are in the second tab and you want to change/set the "Optional Kernel Command Line Parameter" field. Or you can edit settings dynamically at boot from the grub2 editor, or directly in the grub2 config heirarchy - there are commented warnings in files that get overwritten by yast/bootloader/kernel updates during a zypper update.
As to following above bug I remember from the past that it was quit easy to add yourself on the mailing list for a bug. Did not find how. Must have overlooked that possibility.
I should also add (and will to the bug) that I haven't had a hard lock-up since. Although, as I'm still subscribed to the kernel:stable repo, I've had several new kernels since.
