Of course it doesn't do anything, that's the point of it. In which way does it matter?

It does. Once a user gets their card working (I'm using Intel) the dummy output should be removed. I like the column clean without faded entries.
How is that different from the other entries for inactive devices, that may be reactivated on hotplug?
