We are testing the feasibility of this approach right now. The issue is ensuring that everything works with the Frameworks versions shipped by Leap.

I'm having mixed emotions here. Given that Plasma5 and many KF5 based applications are still a bit immature it might make sense to upgrade them right now. But as a general policy "forcably" upgrading the desktop and a ton of applications every 3-4 months, including new features, changed behaviour and appearance and regressions, etc., is somewhat against the whole spirit of Leap.
