You need at least the English locale, and there are a few to choose from.

Linux being multiuser natively, it supports many languages and locales
since about ever. The idea is to have them all installed, and each of
your users can choose a different language or locale.

It is far easier to place all those locales in a single package, than
would be to split it in a thousand small packages, one for each
language or for each country. That is not feasible.

Only for packages with very big language files it makes sense to
create separate languages packages. LO, for instance.
