No. There will not be openSUSE 13.3, and the stable release is no longer derived from tumbleweed. It will be derived from SLES/SLED instead, with missing components taken from tumbleweed. And it will be named Leap 42.1.
As for Leap 42: pointless, i don't see "OpenSUSE-ers" using this...
