Indeed it did, but the widget "Show Activity Manager" does not show anything.
So the activity manager itself is working at least.
The "Desktop" menu does not provide for "creating" an activity.
The "Desktop" menu should provide an entry to show the "Activity Manager" which will let you create activities.

What does that mean? You don't have that entry, or it doesn't open the Activity Manager?
I created a "new" user and went to ttyX, logged in as "new" user:
startx -- :1
When running "startx", the user might not have sufficient permissions to directly access the graphics card (i.e. direct rendering), which might cause crashes even. So login via a display manager, or at least add the user to the "video" group.
