You can not shutdown the machine on logout. If when you logout the machine runs shutdown instead, you have to report a bug.
It doesn't shutdown but the terminology used on the systemssettings5 says "shutdown" although it means "logout". I see "shutdown " as you do, shut the machine down. I have reported a wishlist bug to ask someone to change the "Shutdown" to "Logout" - bug 349868 - as it makes more sense to me (and hopefully to others). My understanding is that Shutdown should issue a logout if its in a session before it turns off the machine.
