I still don't get how this SLE base system is solving the "not enough people involved in release engineering" problem. Sure, it means less work for SUSE staff maintaining Ring 0/1 packages in both SLE and openSUSE, but will they all help with maintaining Factory and release engineering tasks? And with the currently

proposed approach you effectively create two "Factories", openSUSE:42 and openSUSE:Factory which both require coordination and maintenance.
