Apparently I phrased my question badly. It should have been: Why does http://download.opensuse.org/update/ not have a tumbleweed link to click on? I routiunely use a web browser on this system to find out when an updated package is available that one of my non-booted installations is waiting on in order to solve some problem or confirm a announced fix works.

You're not supposed to use mirrors directly... they can't have all the information download.o.o has (like the apache rewrite rules)
MC ftp cannot chdir to "/ftp://download.opensuse.org". AFAICT mirrorbrain presumes people use only zypper or yast and only in graphical.target, and doesn't like MC users running in multi-user.target fetching individual packages, directory content listings, package timestamps, or new .repo files from it. Thus AFAIK going to individual mirrors is required to get these things without X running.
