Replying to myself on this. I have filed bug 911319. It turns out that the "initrd" needs to include the "xhci_pci" module for it to work. The details are mentioned in the bug report. If you have this problem, remember to rebuild the "initrd" after making the suggested change. As far as I know, the "xhci_*" modules are used on systems with USB3. My keyboard was plugged into a USB2 port, but still needed this module.
