This is precisely why I use wget to fetch files from the internet instead of letting those awful automatic things work just by arriving on a download page in a web browser without an extension to preserve timestamps, and why every time I use cp I also use -a. If all its attributes aren't preserved, it's not the same file, and screws with backup/restore operations, among other problems caused.
