What does "netstat -ltn" say? Unless something is listening on port 23, telnet isn't running.

I'm not sure if telnet is provided via xinetd or not.
'telnet: on' is among the xinetd based services in chkconfig -l output.
Perhaps xinetd wasn't restarted when you enabled telnet?
