A quick follow up here. This behavior changed back with GNOME 3.8; the
lock screen is, as it was already said, managed / handled by GDM
directly.
so when you press 'Lock screen', in essence, a communication channel is
opened to GDM in order to re-use the pam environment to re-authenticate.
The ultimate goal is to move the entire session into a systemd user
session (hopefully with GNOME 3.12), which means the re-authentication
could and should be handled on that level again.
So for now: sorry, no solution to that issue.
