I booted with a Pmagic DVD and edited /etc/hosts to include
192.168.1.100 (The NFS server) and the 13.1 machine does indeed boot
now.
I looked at a another machine on the network running that is running
openSUSE 12.3 to see if this entry for the NFS server existed in its
/etc/hosts file. It does not.
Whatever is going on is a problem with the YAST module that creates
the NFS client configuration so it's a YAST problem.

Not sure how to report this issue other than to mention it here on the
factory list.

I got the same problem. systemctl status nfs.service gave me the answer:

--> I added an entry for IP 192.168.0.8 (my NFS test server) to /etc/hosts and startet the YaST2 nfs client configuration again. This time it did work.
