This file should probably removed because it breaks predictable interface names. First, there is fate#316204 which clearly states that by-path or by-id can not provide predictable names, UUID (for storage) or MAC (for network) should be used instead. Second, just yesterday systemd killed my network by proving that using by-path is wrong: a fresh 13.1b1 install on a Shuttle PC renamed eth0 to "ens1f2". After booting 3.12-rc1 (different .config) the eth0 became "enp2s0f2". /etc/udev/rules.d/70-persistent-net.rules does certainly not cover all cases, but its clearly better than the crude mess from 13.1b1.
