It means that the _kernel_ (not systemd) will only allow a single writer into the cgroup hierarchy. In the proposed changes, on systems booting with systemd, it will be the only writer and applications will hook up into it.
What type of boundaries are there between the binaries and is that interface "public" or did they they come up with their own internal interface that isn't based on any standard so nothing else can really tie in with them?
