I did, I get:

You found a great way to break your osc. The apiurl is supposed to be api.opensuse.org, not build.opensuse.org.
Making progress! thanks!, "bco" doesn't return 404 now (co still does)... FWIW -- tried 'devel:languages:perl:perl' as well -- same messages.
osc -v bco devel:languages:perl
defaulting to openSUSE:Factory/devel:languages:perl makeurl: https://api.opensuse.org ['source', 'openSUSE:Factory', 'devel:languages:perl'] {'cmd': 'branch'} BuildService API error: unexpected response: <h1>Unconfigured host name (did you mean to use https?)</h1>
osc -v co devel:languages:perl makeurl: https://api.opensuse.org ['source', 'devel:languages:perl', '_meta'] [] Server returned an error: HTTP Error 404: Not Found
