I'm not a glibc expert, but I'd say the above is a strong indicator that glibc should require zoneinfo...
glibc does not *require* zoneinfo. If zoneinfo does not exist, you will be unable to use user-friendly Europe/Berlin and will have to resort to TZ=CET-1CEST,M4.5.0/2,M10.5.0/3 that's all.
