It's simply because things work differently in systemd. The features provided by rccrypto scripts in sysvinit are also present in systemd, but just provided another way.

You can not manually mount an encrypted partition. There is a bugzilla on that (more than one, actually). I can not tell the exact details at the moment, I'm not at home and can not check my notes.
