We "ping" here. or we update that package by ourselves and SR it first. packagers are cats instead of army, you can't force one to update a package. you don't even know that one is in the same time zone as you are. so if you want to go to that direction, you'd better take over everything if you can't find help after trying. If we enable that pinging by default, we're actually spamming them.
delays usually in this (again my experience) lead to duplications of packages over different repos...
Yes, but only one is the devel package of Factory that includes in Factory. the right way is * software.o.o or obs search * find the package in "openSUSE:Factory", click into it. * there's a symbol "develloped at XXX" or osc branch openSUSE:Factory packagename, it'll lead to devel package automatically.
once a complete list with the official devel packages for factory exists, one can start building the list of duplicates...
Of course we can also have a list like that, but that's needed maintenance. and hard to generate such a list by brute force. So you may need help from OBS coders or who is very familiar with OBS API.
