Is there not supposed to be any smb.conf file any more? Did it move?
/etc/samba/smb.conf
At least, that's what current Factory (with samba 3.6.7, package samba-client) still has.
That's what I would expect, but installing samba-3.6.6-48.6.1 didn't create one. I didn't install from Factory. I installed HTTP from distribution/12.2.
Now I see neither samba nor cifs-utils depends on samba-client or vice versa,
But not on the samba.spec file level. There the package named samba has Requires: samba-client >= %{version} This modification was added around 2006-05-23 17:21:47 While the package named samba-client has Requires: cifs-utils This modification was added around 2010-03-14 22:39:54 Therefore as soon as you install the package samba the packages samba-client and cifs-utils get selected too. If that's not the case please file a defect report and report the ID of the issue back to the list.
