All they need to do is keep it building. People using it are not expecting or clamoring for new features.
If that is the case, then once a distro is released there shouldn't be any more changes. So shouldn't building for all repos besides factory be disabled in the KDE:KDE3* subprojects? If the software isn't being updated it just wastes resources to keep rebuilding it over and over for openSUSE versions that have already been released.
