The criteria listed on http://en.opensuse.org/openSUSE:Maintenance_policy are quite restrictive (data loss/corruption with common configurations, regressions to previous releases or due to previous updates), if actual practice has diverged from that an update to the policy might encourage more maintenance work on released versions.
