Once the package is accepted to devel project (devel:languages:c_c++ in this case), just create a submitrequest to Factory, see http://en.opensuse.org/openSUSE:Build_Service_Collaboration for more information ...

thanks for your hint. The package has already been accepted and built in devel:libraries:c_c++ project [1]. However I am unclear as to where I should send the submitrequest to Factory from?
You should send it from devel:libraries:c_c++.
Should I send it from my home project where I sent the original submitrequest to the devel project?
In the devel project my user-id does not appear under the package users. Can I still send a submitrequest with the devel project as source using osc?
Indeed. You can do this to become maintainer there: osc requestmaintainership devel:libraries:c_c++ adolc
osc in openSUSE_11.3 does not seem to have that subcommand. I have osc-0.127-1.3 from the openSUSE_11.3 OSS repo installed.
Then you'll be able to submit the package :-)
