As I said, KDE doesn't do anything with it, it's the X default in 11.2. If you don't like the default in to-be-11.3, take it back to the original bugreport that caused the change of it in X.
The original bug report was opened because a Gnome user noticed that X (and this the openSUSE installer) does not follow the Gnome settings where touchpad tap is off. He felt that this was confusing to Gnome users who expect touchpad tap to be off. Re-opening that bug report, or opening a new one doesn't solve the issue. It would probably just annoy the Gnome users who think this option should be off everywhere. I don't care one way or another what the default is, as long as there is an option to toggle it for users who prefer it one way or another. Gnome has this in it's config settings... KDE does not (not yet that I can see). If a toggle option is available for KDE4 in 11.3, then that's great.
