Submitreq to where? openSUSE:Factory? Packages for openSUSE:Factory should have a devel project in KDE:KDE4:Factory:Desktop, not in KDE:KDE4:Community, so that the KDE team can review them before they are submitted to openSUSE:Factory. If that is the case, please first submit to KDE:KDE4:Factory:Desktop, somebody will change the devel project to be there and changes submitted there will be forwarded to openSUSE:Factory.
And what should new package be: package from KDE:KDE4:Community with its own changlelog, etc, or update for old kradio with keeping old kradio changelog?
It shouldn't matter.
