Actually it depends, both algorithms are valid. If you run factory, some packages will get updated in a way that it will require packages to be renamed, removed, new ones come in, splitted, etc. zypper up finds the best possible solution where these removals and splits are not needed, which may be an empty solution. But if there is a solution in this case, it will be the less intrusive update possible without breaking this rules. zypper dup updates and just go on with removing packages, splits, etc. I do zypper up every day and every one or two weeks I do dup.
