The problem is that the CLI will probably remain in English, so what's the point of localization of man pages ? Only sysadmins use man pages and CLI, and they supposed to know English.
You must live on a different planet!
In short, I don't see advantage of localization of the following: man pages, development environments, and server stuff.

For normal users, what is needed is better localization of Open-Source Desktop software.
