I can expand experience to logged from 10.3 --> 10.2 and if there is no local Firefox running all is fine, but if it is running than when I start one over ssh the local copy will show up.

Then you probably get another window of the remote Firefox. It's actually considered a feature of Firefox that another click on the desktop icon just gives you a new window in the same process you're already running and does not start up another process (which cannot share the same configuration/profile data). If you don't want this behavior, use the -no-remote option that disables this feature of looking for another Firefox process and telling that one by remote to open another window if it's running. BTW, the same is true for all other Mozilla-based applications that run the "new toolkit", i.e. Thunderbird, Sunbird, everything using XULRunner, and SeaMonkey starting with 2.x versions (the latter are not in openSUSE yet, still in pre-alpha stage).
